Huli ang isang ranking member ng New People’s Army (NPA) na 8th Most Wanted ng Cagayan Valley Region sa opensiba ng Philippine National Police (PNP) nitong Disyembre 15 bandang 10:45 p.m. sa Brgy. San Mabilao San Fabian, Pangasinan.

Arestado si Allan Rey Balanay, 48, na may warrant of arrest dahil sa kasong murder, frustrated murder, illegal posession of explosives, at illegal possession of firearms. Inisyu ang warrant ni Executive Judge Edmar Castillo ng RTC Branch 11 ng Tuao, Cagayan.

Sa tala ng PNP, si Balanay ay officer ng Henry Abraham Command ng CPP-NPA Northern Front Committee na may operasyon sa Northern Cagayan. Responsable diumano a ng grupo sa pagpatay kay Mayor Carlito Pentecostes sa Gonzaga, Cagayan noong 2014.

Sangkot din siya diumano sa ambush-slay ng anim na miyembro ng PNP Regional Public Safety Battalion sa Baggao, Cagayan noong Pebrero 2016.

Isa rin si Balanay sa 12 CPP-NPA na akusado sa 11 counts ng attempted murder sa landmine ambush ng Philippine Marines sa Gattaran, Cagayan noong Marso 2019, at isa sa 20 miyembro ng CPP-NPA Henry Abraham Command na nagsunog ng PhP5-milyong heavy equipment sa warehouse ng Unimaster Conglomeration Inc. warehouse sa Gonzaga, Cagayan noong 2010.
