CHED, DOH APRUBADO NA ANG MGA PANUNTUNAN PARA SA ILANG FACE-TO-FACE CLASSES SA KOLEHIYO

Inaprubahan na ni Commission on Higher Education (CHED) Chairman J. Prospero de Vera III at Department of Health Secretary Francisco Duque III ang joint memorandum circular na naglalatag ng mga prosesong kailangang sundin ng higher education institutions (HEIs) na magsasagawa ng face-to-face classes sa gitna ng kinakaharap na pandemya. 

“Although flexible learning is deemed the most appropriate and safest pedagogical approach during the pandemic, there might be some instances that face-to-face delivery of certain courses is necessary,” saad ng memorandum.

Bibigyang-prayoridad ng naturang hakbang ang mga piling health-related degree programs na itinuturing na mahalaga upang mapaigting ang manpower support sa health sector ng bansa sa gitna ng laban kontra COVID-19. 

Kabilang sa mga kursong ito ang medisina, nursing, medical technology o medical laboratory science, physical therapy, midwifery, at public health.

“The subjects or courses under these priority programs shall be allowed for face-to-face delivering are delimited to specialized laboratory courses or hospital-based clinical clerkship/internship/practicum, including clinical rotations for post-graduate medical interns,” saad pa ng naturang memo.

Ayon pa sa naaprubahang mga panuntunan, ang mga estudyanteng edad 20 taong gulang pagtaas na naka-enroll sa nasabing prayoridad na mga kurso lamang ang papayagang makadalo sa mga limitadong face-to-face classes. 

Ang mga estudyante ay kinakailangan ding iparehistro ng kanilang HEIs o health facilities sa PhilHealth o mabigyan ng medical insurance kung saan sakop ang medical expenses na may kinalaman sa COVID-19. 

Magbibigay lamang ng pahintulot ang CHED na makapagsagawa ng face-to-face classes ang HEIs na nasa mga lugar na nakapailalim sa modified general community quarantine kapag ang mga paaralang ito ay sumunod sa nasabing requirements at nakapagsumite ng kanilang aplikasyon sa CHED regional offices. 

Samantala, ang HEIs naman na nasa mga lugar na naka-general community quarantine pa ay bibigyan lamang ng nasabing pahintulot kung mayroon silang base hospitals na nakalaan para sa COVID-19 patients. 

Hindi rin papayagan ang mga estudyante na magsagawa ng internship duties sa emergency room, outpatient department, at COVID wards.

Dagdag pa ng CHED at DOH, hindi anila mandatory ang pagsasagawa ng face-to-face classes. 

Lahat ng mga kurso at programang hindi nabanggit ay magpapatuloy sa pagsasagawa ng flexible distance learning modalities. 

“These programs, courses or subjects may be offered through face-to-face classes only when permitted by the IATF (Inter-Agency Task Force for the Management of Emerging Infectious Diseases) and supplemental guidelines have been issued by CHED,” saad pa ng memorandum.
