Nagpadala na ng mga sasakyang pamhimpapawid ang Philippine Coast Guard (PCG) nitong Huwebes, Nobyembre 12, bilang pagsuporta sa mga isinasagawang surveillance at rescue operations sa ilang mga lugar sa Metro Manila at Rizal kaugnay ng matinding pagbaha dulot ng hagupit ng Bagyong Ulysses.

Ayon sa PCG, nagpadala na ang Coast Guard Aviation Force ng Britten-Norman o BN Islander plane para magsagawa  ng aerial surveillance sa Marikina, Caloocan, Malabon, Navotas, at ilan pang bahagi ng Rizal.

Kamakailan lamang ay humingi na ng tulong para magsagawa ng rescue operations sa kaniyang nasasakupan si Mayor Marcelino Teodoro ng Marikina. May ilang residente na aniya na lubog sa tubig ang mga kabahayan hanggang sa bubong.

Ayon sa Marikina Public Information Office, umabot na sa 22 metro ang water level sa Marikina River kaninang 10:33 ng umaga, isang metro lang ang pagitan sa pinakawalan nitong tubig noong 2009, kung kailan nanalasa ang Bagyong Ondoy at umabot ang water level ng ilog sa 23 metro.

Samantala, ayon naman kay Presidential Spokesperson Harry Roque, noong Nobyembre 8 pa lamang ay nagtalaga na ang Philippine National Police ng 3,261 Search and Rescue personnel bilang paghahanda sa inaasahang mga paglikas na gagawin sa mga lubhang maaapektuhan ng Bagyong Ulysses.
