Pormal nang itinalaga bilang bagong hepe ng Joint Task Force COVID Shield si Lt. Gen. Cesar Hawthorne Binag kapalit ni Lt. Gen. Guillermo Eleazar.

“Effective Nov 17, I was designated Comdr (commander) of the PNP’s Administrative Support for COVID-19 Task Force (ASCOTF),” paliwanag ni Eleazar.

Dagdag pa ni Eleazar, “Please extend the same support to my mistah (batchmate), TDCO PLtGen Cesar Hawthorne Binag, as the new Comdr, JTF COVID Shield.”

Itinalaga ni Philippine National Police Chief Gen. Debold Sinas si Eleazar bilang pinuno ng ASCOTF upang masiguro ang kapakanan ng kapulisan sa kabila ng banta ng COVID-19 sa kanilang tungkulin.

Naitalaga bilang JTF COVID Shield Commander si Eleazar sa ilalim ng pamumuno ni dating PNP Chief Police Gen. Archie Gamboa. Nanatili siya bilang hepe ng JTF COVID Shield nang palitan ni Police Gen. Camilo Pancratius Cascolan si Gamboa noong Setyembre.

Sa ilalim ng pamumuno ni Eleazar, ipinatupad ang ilang striktong quarantine restrictions sa bansa tulad ng paggamit ng social media upang mamonitor ang quarantine violators, paggamit ng barangay tanod sa bawat komunidad upang masiguro na nasusunod ang minimum health standards, gayundin ang ng pagpapatigil ng videoke simula nang ipatupad ang online classes.
