Bukod sa paggamit ng pwersa ng militar at pulisya, gagamitin na rin umano ang mga local government units (LGUs) upang maayos na maipatupad ang COVID-19 vaccination drive, anunsyo ni Pangulong Rodrigo Duterte nitong Lunes, Nobyembre 23.

Parehong iginiit ni Pangulong Rodrigo Duterte at ni Department of Interior and Local Government Secretary Eduardo Año ang kahalagahan ng sapat na manpower upang makatulong sa distribusyon ng mga bakuna sa mga benepisyaryo nito.

“So, the next thing we would do is how to implement it. You need manpower. Orderly sa police, pero that would be under General Año. So, General Año should see to it that the manpower will be provided by the DILG plus the police at saka ‘yung mga barangay. Marami ‘yan, e, barangay tanod, tapos the barangay council, the municipal mayor,” pahayag ni Pangulong Duterte.

Dagdag pa ni Pangulong Duterte, tiwala umano siya sa kakayahan ni Sec. Año na pamunuan ang maayos na distribusyon ng bakuna upang aniya’y walang unahan na mangyari.

Nakasaad sa immunization plan ng gobyerno na may nakalaang P73.2 bilyon para sa pagbili ng bakuna kontra COVID-19 mula sa mga suppliers sa ibang bansa. Sa halagang ito, tinatayang 60 milyong katao ang mabibigyan ng bakuna at maaaring umabot sa P1,200 ang halaga ng bawat bakuna.

Ayon kay Department of Finance Secretary Carlo Dominguez III, maaaring makakuha ng pondo para sa bakuna mula sa mga multilateral agencies tulad ng World Bank, Asian Development Bank, local sources kagaya ng Land Bank of the Philippines, Development Bank of the Philippines, at iba pang bilateral sources.

Kaugnay nito, pinaalalahanan ni Pangulong Duterte si Vaccine Czar Carlito Galvez, Jr. na isali sa mga prayoridad sa bakuna ang mga sundalo at pulis upang magampanan ang tungkulin nila sa publiko.

“I need a healthy military and police kasi ‘pag magkasakit lahat ‘yan, wala na akong maasahan, wala na tayong mautusan kong gawin ‘to, gawin doon. As I have said, try to understand the police and the military. They are really the errand boy of the Republic. Kita naman ninyo ‘yung baha sa Luzon, several, nakita ninyo ‘yung military, Coast Guard, lahat na pumupunta na doon, pulis,” paalala ni Pangulong Duterte.
