LTFRB: ‘BEEP CARDS LIBRE NA SA MGA PASAHERO’

Inanunsyo ng Land Transportation Franchising and Regulatory Board (LTFRB) sa pamamagitan ng Memorandum Circular 2020-057 na libre na ang stored value cards o Beep cards sa mga mananakay ng mga pampublikong transportasyon.

Nangangahulugan itong kinakailangan na lamang bayaran ng mga pasahero ang kanilang pamasahe, at wala ng sisingilin para sa mismong card.

Ito ang ipinag-utos ng LTFRB sa mga operator at provider ng Automatic Fare Collection System (AFCS) kasunod ng pagnanais ni Pangulong Rodrigo Duterte na gawin ang naturang hakbang para maibsan ang pasanin ng mga bumibiyahe lalo pa’t may Coronavirus disease 2019 o COVID-19. 

“To alleviate the burden of the riding public, the board directs PUV operators and AFCS to remove fees for the purchase or use of Beep cards on top of the fare load,” saad ng naturang memorandum.

Ayon pa sa LTFRB, maaaring makansela ang cashless transaction schemes at mapatawan ng iba pang parusa ang public utility vehicle operators na hindi tatalima sa nasabing kautusan.

Gayunpaman, sinabi ni Department of Transportation Assistant Secretary Goddes Libiran na hindi kasama sa nasabing memorandum ang mga linya ng tren dahil sa umiiral na kasunduan sa AF Payments Inc., isang AFCS provider. 

Samantala, inatasan din ang mga operator at AFCS provider na umisip ng ibang paraan kung saan hindi na kakailanganin ng commuters ang physical card, gaya ng downloadable mobile apps o kaya naman ay Quick Response (QR) codes, upang tuluyang maiwasan ang gastos at mabawasan ang tsansang mahawa sa virus.

Magugunita ring sinuspinde ng pamahalaan ang “no Beep card, no ride” policy nitong Lunes bunsod ng pagtanggi ng AF Payments na hindi na pagbayarin ang mga pasahero para makakuha ng nasabing card. 

Bilang tugon, sinabi naman ng AF Payments na mamimigay ito ng 125,000 na Beep cards para sa EDSA busway commuters na ikinatuwa naman ng pamahalaan.
