MGA KAWANI NG DEPED, MAKAKAKUHA NG MATAAS NA SPECIAL HARDSHIP ALLOWANCE

Inanunsyo ng Department of Education (DepEd) noong Lunes, Mayo 24, 2021, na makakakuha ng mas mataas na special hardship allowance ang mga guro at school principals ng bansa.

Ang special hardship allowance ay ibinibigay sa mga guro at school administrator sa elementarya at sekundarya na nasa “hardship posts” o iyong mga nakararanas ng matinding hirap o peligro sa gitna ng pagtupad ng kanilang tungkulin, tulad na lamang ng hirap sa pagbiyahe o pagpasok, at pagkadestino sa mga lugar na may mataas na antas ng kahirapan, kawalan ng access sa tubig, kuryente, o Internet, at iba pang mga kaugnay na kaso.

Sa ilalim ng joint circular sa pagitan ng DepEd at Department of Budget and Management, ang makukuhang special hardship allowance ng nasabing mga kawani ay hindi na bababa sa 25 porsyento ng kanilang buwanang sahod, mula sa dating 15 hanggang 25 porsyento lamang ng kanilang buwanang kita.

Base rin sa naturang joint circular, kabilang sa mga kwalipikadong makakakuha ng nabanggit na special hardship allowance ay ang mga sumusunod:

  • Mga guro sa elementarya at sekundarya na nakadestino sa mga lugar na nakasaad sa Hardship Index, na siyang sumusukat sa hirap na dinaranas ng mga kawani sa gitna ng pagganap sa kanilang tungkulin;
  • Multi-grade na mga guro sa pure multi-grade schools o iyong mga nagtuturo ng dalawa o higit pa sa dalawang baitang;
  • Mobile teachers at non-formal education o Alternative Learning System (ALS) coordinators na may hawak na ALS classes; at,
  • Mga pinuno ng mga paaralan na nakadestino sa nasabing hardship posts o sa pure multi-grade schools.

Ayon kay DepEd Undersecretary for Finance Annalyn Sevilla, mas madali na ring makakakuha ng naturang allowance ang mga benepisyaryo nito dahil kinakailangan lamang nilang magsumite ng kanilang Daily Time Record o DTR.

Samantala, sinabi naman ni Education Secretary Leonor Briones na patuloy na titiyakin ng DepEd ang kaligtasan ng mga guro, lalo na iyong mga nakadestino sa mga malalayong lugar.

“In these trying times, we salute the passion of our teachers who continuously deliver education to their learners, wherever they are. As our Filipino educators commit to their duty, we are dedicated to [prioritizing] their protection against any potential harm,” pahayag ng Kalihim.
