PANUKALANG BATAS NA NAGSUSUSPINDE SA PAGTAAS NG KONTRIBUSYON SA SSS, INAPRUBAHAN NA NG MABABANG KAPULUNGAN

Inaprubahan na ng mababang kapulungan kahapon sa pangatlo at pinal na pagbasa ang panukalang batas na nagbibigay ng kapangyarihan sa Pangulo na ipagpaliban ang pagtaas ng kontribusyon sa Social Security System (SSS).

Nakakuha ito ng 228 affirmative votes at 6 negative votes mula sa mababang kapulungan at naglalayong amyendahan ang Republic Act 11199 o Social Security Act of 2018.

Magbibigay ang panukalang batas ng kapangyarihan sa Pangulo na suspendihin ang implementasyon ng naka-schedule na pagtaas ng premium rates sa SSS sa kasagsagan ng national emergency. Ito ay sa konsultasyon ng Presidente sa chairperson ng Social Security Commission (SSC) at secretary ng Department of Finance (DOF).

Sa ilalim ng RA 11199, inaasahang tataas ang SSS contribution rate ng mga miyembro sa 13 percent sa 2021 mula sa 12 percent sa 2020.

Ayon sa isa sa mga pangunahing may-akda ng panukalang batas na si Speaker Lord Allan Velasco, ang pagtataas ng contribution rate ng mga miyembro ng SSS sa ganitong panahon ay magpapabagal sa pagbangon ng mga Pilipinong nawalan ng trabaho, negosyo, at nagkaroon ng sakit ngayong pandemya.

Dagdag pa niya, ang unemployment rate ng bansa ay nananatili sa 8.7 percent noong Oktubre 2020 na katumbas ng 3.8 milyong Pilipino.

“Even today, while some restrictions may have been lifted, most livelihood, businesses, and other sources of income remain shuttered and closed, while many Filipinos remain unemployed,” saad niya.
