Ayon kay Cabinet Secretary Karlo Nograles, bumuo si Pangulong Rodrigo Duterte ng bagong task force na mamamahala sa pagpaparami ng oportunidad na mabigyan ng trabaho ang mga Pilipino at mapaunlad ang larangan ng pamumuhunan o investment sa bansa upang muling sumigla ang ekonomiya. 

Pumalo sa 17.6 porsyento ng populasyon o 7.2 milyong Pilipino ang nawalan ng trabaho noong Abril ng nakaraang taon bunsod na rin ng Coronavirus disease 2019 (COVID-19) pandemic. 

Sa pagpupulong ng gabinete ng Pangulo nitong Lunes, Pebrero 22, 2021, binuo ang National Employment Recovery Strategy (NERS) task force na pamumunuan ng Department of Labor and Employment, Department of Trade and Industry, at Technical Education and Skills Development Authority. 

Sa naturang pagpupulong, napag-usapan ng gabinete na kinakailangang ipatupad ang whole-of-government approach para sa pagpaparami ng trabahong maaaring pasukan ng mga mamamayan at paghihikayat sa mga indibidwal na mamuhunan sa bansa. 

Kailangan din anila ng abot-kayang COVID-19 testing requirements para muling buhayin ang industriya ng turismo, at ng mga polisiyang magpapasigla ng pananalapi o finances sa bansa, tulad ng Financial Institutions Strategic Transfer Bill na naisabatas na noong nakaraang linggo. 

Sinabi ni CabSec Nograles na hinahanda na ang Executive Order upang maisapinal ang pagbuo ng NERS task force. 

Kinakailangan aniya ng isang task force upang maging magkakatugma ang mga hakbang na isinasagawa ng administrasyon. 

“Kung mapapansin ninyo, ang style of management dito sa administrasyon ni President Duterte is we’re breaking silos between and among agencies. Through the task forces that are created, we are able to create synergy and coordination ng efforts ng lahat ng mga agencies and departments involved. And we’ve been quite successful in breaking those silos and creating better coordination,” paliwanag ni CabSec Nograles.
