Isinailalim ni Pangulong Rodrigo Duterte ang Pilipinas sa state of calamity sa loob ng isang taon bunsod ng paglaganap ng African swine fever (ASF) sa bansa.

Sa Proclamation No. 1143 na nilagdaan ng Pangulo noong Lunes, Mayo 10, 2021, ipinaliwanag nito na sa pamamagitan ng pagdeklara ng state of calamity, maaaring gamitin ng pamahalaan ang mga kaukulang pondo, kabilang na ang Quick Response Fund, upang maisakatuparan ang mga hakbang para mapigilan ang tuluyang paglaganap ng ASF at manumbalik sa normal ang mga lugar na apektado nito.

“The ASF is responsible for the significant reduction in the country’s swine population by around three million hogs, resulting in more than P100 billion in losses due to the local hog sector and allied industries, and leading to increased retail prices of pork products,” saad ng naturang proklamasyon, na isinapubliko noong Martes, Mayo 11.

Idineklara ni Pangulong Duterte ang nasabing state of calamity base na rin sa rekomendasyon ng National Disaster Risk Reduction and Management Council.

Apektado ng ASF ang 12 na mga rehiyon, 46 na mga probinsya, 493 na mga lungsod at munisipalidad, at 2,561 na mga kanayunan sa buong Pilipinas mula ng tinamaan nito ang bansa noong 2019.

Nakasaad din sa ilalim ng naturang proklamasyon na inaatasan ang lahat ng ahensya ng pamahalaan at local government units na magtulungan at gawin ang mga kinakailangan hakbang para agad na masugpo ang pagkalat ng ASF, masolusyunan ang kakulangan ng suplay ng mga produktong baboy sa merkado, mapababa ang presyo ng baboy, at masimulan na ang rehabilitasyon ng local hog industry.

“All law enforcement agencies, with the support of the Armed Forces of the Philippines, are hereby directed to undertake all necessary measures to ensure peace and order in affected areas, as may be necessary,” dagdag pa ng naturang proklamasyon.
