PRRD pinirmahan na ang memo na nagpapabilis sa vaccine procurement ng mga LGU

Pinirmahan na ni Pangulong Rodrigo Roa Duterte ang memorandum order (MO) na nagpapahintulot sa mga local government units (LGUs) na magbigay ng paunang bayad para sa pagbili ng COVID-19 vaccines. 

Sa isang virtual presser, sinabi ni vaccine czar Carlito Galvez Jr. na kinumpirma sa kaniya ni Senator Christopher Lawrence “Bong” Go na pinirmahan na daw umano ng Pangulo ang MO. 

“Sinabi po ni Senator Bong Go na napirmahan na po,” saad ni Galvez.

Kinumpirma din ito ni Presidential Spokesperson Harry Roque sa parehong briefing. 

Sa ilalim ng Republic Act 9184 o kilala din bilang Procurement Reform Act, ang mga ahensiya ng gobyerno ay pinapahintulutang magbigay ng kanilang advance payments na hanggang 15 percent ng kontrata sa kondisyong ang mga transaksyon ay may letter of credit o bank guarantee. 

Ayon kay Roque, sa bagong memorandum ay maaaring makapag-secure ng bakuna ang mga LGUs sa pamamagitan ng pagbibigay ng advance payments na hanggang 50 percent. 

“Dahil po dito sa MO na ito ay makakabayad na po ng advance payment ang mga lokal na pamahalaan na bumili ng kanilang bakuna,” saad ni Roque. 

Ang kopya umano ng memorandum ay isasapubliko kapg natanggap na ng Palasyo ang kopya nito.
