Pagtutulungang pamunuan nina Department of Environment and Natural Resources Secretary Roy Cimatu at Department of Public Works and Highways Secretary Mark Villar ang bagong tatag na Build Back Better Task Force kapalit ni Executive Secretary Salvador Medialdea na naunang idineklara ni Pangulong Rodrigo Duterte.
Ang Build Back Better Task Force ang sagot ng gobyerno upang mapabilis ang rehabilitasyon ng mga lugar na sinalanta ng mga nagdaang bagyo.
Nilinaw naman ni Presidential Spokesperson Harry Roque na may basbas ni Pangulong Duterte ang pagpapalit ng pinuno ng task force.
“In-announce din po kahapon ni Presidente na binuo na po ‘yung task force, may konti pong pagbabago which is based on science. Instead of the Executive Secretary heading the task force, it will now be jointly headed by the Secretary of the Environment and Natural Resources, Secretary Cimatu, as well as DPWH Secretary Mark Villar,” paglilinaw ni Sec. Roque.
Dagdag pa niya, “Of course, it’s not only based on science, but it also makes sense because when you talk of rehabilitation, you talk basically of roads and bridges and buildings destroyed by calamity which is the turf of the DPWH. You also talk about the scientific reasons why we have typhoons of this nature which is climate change and that is the rationale for DENR co-heading the task force.”
Sa ilalim ng programang ito, bibigyang prayoridad ng gobyerno ang mga lugar sa Luzon na higit na naapektuhan ng bagyo. Ipinatupad din ang price freeze sa mga basic commodities partikular sa mga lugar sa na apektado matapos ideklara ni Pangulong Duterte ang state of calamity sa buong Luzon.
“Under a state of calamity, they become the area for top priority of all agencies in the provision of necessary relief goods, and of course, the task of rehabilitation,” pahayag ni Sec. Roque.
Sa kabila ng ilang batikos na mayroon na umanong itinatag na National Disaster Risk Reduction and Management Council (NDRRMC) ang gobyerno, umapela si Sec. Roque sa publiko na pagbigyan muna ang programang ito ng pagkakataon.
Iginiit din niya na hindi umano maghahalo ang tungkulin ng task force sa NDRRMC.
