Ayon sa memorandum na inilabas ng Malacañang nitong Huwebes, Mayo 27, 2021, lahat ng international flights na papuntang Mactan-Cebu International Airport ay pansamantala munang lalapag sa Ninoy Aquino International Airport (NAIA) mula Mayo 29 hanggang Hunyo 5

Sa naturang kautusan na inilabas ni Executive Secretary Salvador Medialdea, nararapat na tiyakin ng Department of Transportation at Manila International Airport na maayos na makarating sa NAIA ang nasabing international flights.

Ayon sa Kalihim, ang naturang polisiya ay naaayon sa rekomendasyon ng Inter-Agency Task Force for the Management of Emerging Infectious Diseases upang mapigilan ang paglaganap ng Coronavirus disease 2019 (COVID). 

Sinabi naman ni Presidential Spokesperson Harry Roque na hindi ibinase ang naturang memorandum sa anumang paglabag na nagawa.

“Wala naman po defiance, naubusan lang po sila ng mga hotels na paglalagyan ng mga dumadating na OFWs (Overseas Filipino Workers), arriving Filipinos. Pansamantala lang po ‘yan,” paliwanag ng tagapagsalita ng Pangulo.

Ipinag-utos din ng Palasyo ang mahigpit na pagsunod sa pagsasagawa ng  COVID-19 testing at quarantine protocols para sa mga indibidwal na papasok ng bansa mula sa lahat ng ports of entry nito, kahit pa may mga kautusang inilabas ang mga lokal na pamahalaan na maaaring hindi maging sang-ayon dito.

Inatasan din ng Malacañang ang lahat ng mga pinuno ng mga kagawaran na siguruhing sumusunod ang lahat ng kanilang mga tanggapan sa naturang direktiba.

Samantala, kinakailangan namang siguruhin ng Department of the Interior and Local Government na sumusunod sa nakasaad sa memorandum ang mga lokal na pamahalaan.
