PRRD IPINAG-UTOS ANG HARMONIZED AID, HUMANITARIAN OPERATIONS SA GITNA NG MGA SAKUNA

Nilagdaan ni President Rodrigo Duterte ang Executive Order Number 137, ang kautusang nagtatatag sa Aid and Humanitarian Operations Nationwide (AHON) Convergence Program bilang isang sistema na magpapaigting at magsasaayos sa pamamahagi ng tulong at humanitarian operations sa  gitna ng mga kalamidad.

Sakop ng mga programa sa ilalim ng AHON ang mga sumusunod na ayuda, na ipatutupad naman ng iba’t ibang mga ahensya ng pamahalaan:

  • Food at non-food relief items
  • Livelihood assistance 
  • Educational assistance
  • Burial assistance
  • Employment assistance
  • Transportation assistance
  • Medical at health assistance
  • Direct financial assistance
  • Mga imprastruktura na may kinalaman sa kahandaan at rehabilitasyon

The concerned implementing agency shall be responsible for the full implementation of its programs, and shall promulgate rules on the qualifications of beneficiaries which shall not be unduly burdensome and shall be kept at the barest minimum to ensure accessibility and wider coverage,” saad ng nasabing executive order.

Bubuo rin ng AHON Committee, na pangungunahan ng Office of the Special Assistant to the President, at magiging katuwang nito ang Department of Social Welfare and Development na hihirangin naman bilang vice-chair. Kabilang din sa mga miyembro ng nasabing komite ang Department of Trade and Industry, Department of Agriculture, Department of Health, Department of Information and Communications Technology, Department of Labor and Employment, at ang Philippine Charity Sweepstakes Office.

Titiyakin ng naturang komite na magiging maayos ang pamamahagi ng agaran, sapat, at akmang ayuda at humanitarian support sa mga pinakaapektado at pinakanasalantang sektor sa gitna o pagkatapos ng mga kalamidad.

Inaatasan din ang naturang grupo na maayos na pamahalaan ang mga tulong mula sa iba’t ibang mga ahensya ng gobyerno upang matiyak ang maayos na paggamit sa badyet ng gobyerno.

Dagdag pa rito, kinakailangan ding bumuo ang nabanggit na komite ng isang Convergence Information System na maglalaman ng database ng mga beripikadong indibidwal, pamilya, komunidad, at mga lokal na pamahalaan na mabibigyan ng tulong ng AHON Convergence Program, alinsunod sa mga probisyon ng Data Privacy Act of 2012.

Ang badyet na gugugulin ng nasabing komite ay magmumula sa mga badyet na nakalaan sa mga nabanggit na tagapagpatupad na mga ahensya at iba pang mga mapagkukunan na tutukuyin ng Department of Budget and Management.
